The Asia Pacific Parliamentary Forum Sixth Annual Meeting,

Aware that the world looks to the Asia-Pacific region for new markets, new resources and new ways of doing things;

Realizing that the creative potential in the Asia-Pacific region has not been fully tapped and that the source of that creativity is the individual and therefore there is the need for skilled and well-trained human resource to enhance socio-economic development;

Convinced that the recent trends in globalization and the formation of regional blocs makes it doubly important for the Asia-Pacific countries to sharpen their competitiveness by means of investing heavily in human resources in order to bring the Asia-Pacific region into the mainstream of global competition;

Emphasizing the need for continuously improving and upgrading functional literacy, training and skill formation for the rapid restructuring of industrial production and technology which is currently taking place all over the world;

Resolves to:

Urge APPF governments to enact measures to improve the quality of life of the workforce through enhanced labor standards, better social security programs and adequate occupational health and safety regulations;

Encourage APPF governments to promote values to ensure and enhance human dignity and enrich the quality of human life and to strengthen human resource development in cooperation with the appropriate international agencies; Parliamentary agencies, especially ASEAN Inter-parliamentary Organizationís Group on ASEAN Cooperation in Human Resources and Public Health Programs, In particular within the context of studies on the implication mechanism to cope with the Human Resources issues and problems;

Call upon APPF governments to develop highly skilled, productive, disciplined and adaptable workforce, which can respond to changing demands imposed by the development of new technologies and market requirements and at the same time be able to remain competitive.
