Purpose of elections
Elections were held for all the seats in Parliament on the normal expiry of
the members' term of office.
Background and outcome of elections
Following the previous (June 1992) general elections, Prime Minister Paias Wingti
resigned and was succeeded in August 1994 by Sir Julius Chan, who announced
on taking office that this administration's priorities would include more stringent
controls on government expenditure and a reduction in the country's consistently
large budget deficit.
The 1997 general elections came at a time of crisis involving a military mutiny,
riots, uproar over corruption in official circles and a separatist insurgency
on the island of Bougainville. In connection with the last issue Prime Minister
Chan resigned in March in the wake of a scandal related to mercenary forces.
He was succeeded by Mr. John Giheno, who was appointed in a caretaker capacity
until the poll.
Altogether 2370 candidates - including many independents - vied for the 109
seats at stake. The main parties in contention were the Pangu (Papua New Guinea
Unity) Pati (PP) led by Mr. Chris Haiveta, the People's Democratic Movement
(PDM) headed by Mr. Wingti, the People's Progress Party (PPP) of Mr. Chan and
the National Alliance headed by former Prime Minister Michael Somare. Campaign
debate focused chiefly on the Bougainville affair, economic problems and corruption.
Due to Papua New Guinea's rugged terrain and spread-out area, polling spanned
two weeks and was marred by violence. According to final results announced on
15 July, several Ministers, including Mr. Giheno and Mr. Chan, lost their seats
but Deputy Prime Minister Haiveta was successful, thus bucking the anti-incumbent
trend. The bulk of parliamentary seats went to idependents, PPP and PP. In this
context, Mr.Bill Skate, leader of the small People's National Congress (PNC),
was elected Prime Minister on 22 July and the new, coalition National Executive
Council (Cabinet) also comprised members of the PPP and PP. The outgoing coalition
Government had comprised the PDM, PPP and the League for National Advancement
(LNA), supported by some independents.

Sir Rabbie Namaliu was born on 3 April 1947 at Raluana, East New Britain. He married Ms Nakikus from Matupit, East New Britain and they have two sons Issac and Laganai and a step-daughter, Joy Angus. His father is Darius Namaliu and his mother is Utul Ioan. He was educated at Raluana Comunity School, Kerevat High School and University of PNG where he obtained a BA in History and English.He obtained an MA in History and Political Science from the University of Victoria, British Columbia, Canada. He has since received an Honorary Doctrate (Phd LLB) from that university. He attended the School of General Studies, Economics Department, Australian National University, Canberra, from November 1968 to January 1969. His Awards and Honours includes: Canadian Commonwealth Scholarship to University of Victoria, BC, Canada 1970-1972; A visiting fellow at the Centre for Pacific Studies at the University of Carlifornia, USA from October 1975 to January 1979; Appointed a Member of the Queen's Privy Council in 1990 by Her Majesty Queen Elizabeth II; Commander of the Order of St. Michael and St. George (CMG) in Queen's Honours List of 1979; Independence Medal 1975; Queen's Silverr Jubilee Medal in 1977; Paul Harris Fellow awarded by Rotary International, July 1995; Knight Commander of the Most Distinguished order of St. Michael and St. George (KCMG) January 1996 - New Year's Award. Mr Namaliu's working experience includes being a tutor and lecturer at the University of PNG; the Principal Private Secretary to Sir Michael Somare; Provincial Commissioner in East New Britain; Chairman of the Public Accounts Commission. He was one of the PNG Government officials attached to the United Nations from Sep-tember to December 1979. Mr Namaliu has also held senior positions in the Office of the Prime Minister and Leader of the Opposition before being elected Prime Minister on 4 July 1988 by a vote of no confidence. His interests include being Patron of the PNG Softball Federation and Muruk Rugby League of Kokopo, ENBP; Chairman of Board of Management (Rehabilitation centre for ex-prisoners) Port Moresby, 1991; Patron, PNG Red Cross and Jesus Halfway House. He belongs to the United Church. |

Sir Michael Somare was born in Rabaul, East New Britain Province, on 9 April 1936 and grew up in Karau village, Murik Lakes, in the East Sepik Privince. He is a traditional Chief (Sana) of his clan in Karau village. He attended school during World War II from 1942 to 1944 and in 1946 went to Boram Primary School. He then attended Dregerhafen Education Center and Sogeri High School, where he graduated with a Victorian Leaving Certifficate in 1957. He then taught in various primary and secondary schools including Utu High School in New Ireland Province and Tusbab High School in Madang. In 1962 Sir Michael Somare returned to Sogeri High School for further training and resumed teaching in 1963. He left teaching and took up radio broadcasting and was based in Wewak, East Sepik Province, and did further training at the Administrative College, Waigani in 1965. He left broadcasting and decided to go into politics. In 1976, Sir Michael received an Honorary Doctrate of Humanities from the University of the Philippines and was appointed member of Her Majesty's Privy Council in 1977 following his re-election as Prime Minister. He was awarded an Honorary Doctrate of Law from the Australian National University (ANU) in 1979, and was made Member of the Order of the Companion of Honour by the Queen in Her Birthday Honour List of 1979. He was awarded an Honorary Doctrate by the University of Technology in Lae in 1982 and appointed a Member of the Knightly Association of St. George and Martyr in 1984. In 1986 he received an Honorary Doctor of Laws by the University of Papua New Guinea. Sir Michael was made a Knight Grand Cross of the Order of St. Michael and St. George (GCMG) by the Queen in the Birthday Honour List of 1990. |

Educated to grade 10 in 1972, then attended Para-medical college for 2 1/2 years. Completed matriculation studies at the UPNG and completed 1 year diploma in theology. Employed as a health worker for 2 1/2 years, bank officer with PNGBC for 6 1/2 years and a layman pastor with the Foursquare gospel Church. Elected councillor of ward 9 in the Madang Town Council for 5 years where he also served as President of that council for some time. Contested unsucessfully the East Sepik Regional seat in 1992 and Madang Open seat in 1987. Served as a village court chairman for over 16 years. |

First elected to 6th National Parliament in 1997 General Elections for Madang Open seat. Appointed Minister for Justice after formation of Government in July 1997 till December 1998, then appointed Minister for Finance. |
