ELECTORAL SYSTEM

Constituencies:

Voting system:
Absolute majority vote.
Deputies are elected (over a three months period) by the people's congresses of the country's 22 provinces, five autonomous regions and three municipalities directly under the Central Government and the armed forces, the size of each college of delegates being related to the number of electors in the constituency.
Candidates for the NPC exceed the number of seats to be filled ; they are nominated through a process of democratic consultation from bottom up and top down.
Candidates are elected by absolute majority vote within their respective electoral units. If the candidates obtaining such majority vote exceed in number the Deputies to be elected, these obtaining the most votes are considered elected; if less, another election is held and and those obtaining the most votes (but no less than one-third of the votes casts) are elected. The allocation of the number of Deputies to the NPC- which may not exceed 3'000- is decided by its standing Committee in accordance with the principle that the number of people represented by each rural Deputy is eight times that represented by each urban Deputy. The number of Deputies elected by minority nationalities is also allocated by the Standing Committee, in light of the population and distribution of each nationality; they are chosen by the respective people's congresses. Nationalities with exceptionally small populations have at least on Deputy.
Vacancies which arise between general elections are filled through by-elections.

Purpose of elections
Elections were held for all the seats in Parliament on the normal expiry of the members' term of office.

Background and outcome of elections
The general elections were held against a background of plans to speed up economic reform and encourage wider opening up to the outside world with a view to ensuring political stability and economic prosperity.
Polling results saw the Communist Party filling 68.4% of the seats (2,037). The minority nationalities returned 436 members. Only 28.8% of Deputies of the former legislature (860) were re-elected.
The first plenary session of the Eighth National People's Congress (NPC) was held from 15 to 31 March 1993, during which a 134-member Standing Committee was elected. Mr. Qiao Shi was elected its Chairman. The NPC also elected Mr. Jiang Zemin as President of the Republic while Mr. Li Peng was elected as Premier of the State Council (Prime Minister). Among other decisions, the NPC adopted Premier Li Peng's report on the work of the Government, as well as other reports on the work of various State bodies. Constitutional amendments were also approved.

Organization of parliamentary business:

It is the General Office of the NPC Standing Committee which:
- establishes the budget of the Congress
- recruits, assigns and promotes staff
- organizes the services of the Congress
- plays a specific role in the conduct of foreign policy or defence matters
- is responsible for relations with foreign Parliaments
- is responsible for safety, and in this capacity, can call the police in the event of disturbance in the Congress
