On
Ways to help realize the APOINT 2001
- Suggestions by Peru and our view on them.
A. Suggestion by Peru
1) Main Characteristics
Peru laid down two principles for the establishement of APOINT 2001, wich are (1) the principle of none-statics plan and product, and (2) the principle of using the existing structures and plataforms
2) System Structure
Peru suggested the system structure based on 12 'products' wich can be categorized as follows:
(1) General matters: product 1
(2) Databases link function: product 2 and 4
(3) Communication function: product 3, 5, 8, 9 - 12
(4) Forum function: product 6 and 7
B. Our view on the suggestions
1) On main characteristics
(1) The principle of none-statics plan and product is to encourage creative and voluntary participation of member states.
(2) The principle of using existing structure and plataforms requires voluntary participation of member states as the system can work only when member state actively provides information.
2) On system structure
(1) If a few conditions are met, the sytem structure based on 12 products is of ideal design covering various functions.
(2) Peru pointed out that successful establishment of APOINT 2001 plan would be impossible without positive support by the parliament of each member state an the building up of necessary infrastructure (software, database, personnel, etc.) by member states.
(3) Product 1 can be achieved by the host nation alone.
(4) Database link function (product 2 and 4) cannot be established without participation and support by other member states.
(5) The succesful setting up of communication function (product 3, 5, 8, 9, 10, 11, 12) depends on the efforts by the member states of the APPF Technological Committe. However, product 5, 8, and 9 are possible if only member states have web sites of their own.
(6) Product 6 of the forum function (product 6 and 7) is achievable by the host nation alone, but other member states' support is indispensible for product 7.
C. Member states' efforts for the successful establishment of APPOINT 2001.
(1) Given the nature of the database system, it would be very difficult to successfully establish a public database project (for that matter, even a commercial database system is not not easy to set up), and its usefulness is questionable considering that the development of the Global Legal Information Network(GLIN) is already in progress.
(2) Therefore, APPOINT 2001 can be succesful only when it receives unsparing support from the parliaments of the APPF member states, particularly from those of the Technological Committee member states.
- Role Assignment
A. All APPF member states
(1) Build physical infraestructure ( hardware, wiring system, network, etc), set up database, and develop search engines of their own.
(2) Develop database search engines and link programs for domestic legislative organizations, and translate into English and make public the information to be provided through the system.
B. Technological Committee member states
(1) Develop creative technological tools such as the "Multilingual Service System" of Japan in accordance with the principle of none-static plan and products.
(2) Support the Sub-regional member states in laying down the basis for the APOINT 2001
(3) Establish private net (Intranet ) as suggested by Peru
C. Host nation (Peru)
(1) Establish a general APPF web site like Product 1
(2) Serve as a center for overall APOINT 2001 plan from Product 2 to 12
- Korea 's suggestion for APOINT 2001:
A. Purpose
To provide basic means of communication including E-mail among parliamentarians of member states which is essential to the success of APOINT 2001.
B. Contents and Methods
(1) Set up and maintain homepages for individual parliamentarians of member states.
(2) Establish homepages for the member states which do not have web sites in their parliaments, so that E-mail service may be available through dial-up model linkage.
(3) For individual parliamentarians who do not have separate homepages but whose parliament has a web site, provide information on APPF comunication functions.
C. Step-by-step approach
(1) In the first stage, provide the service for parliamentarians of the sub-region Korea belong to.
(2) Gradually, expand the service to parliamentarians of the nations whose parliaments do not have web sites (Cambodia, Laos, the Philippines, Vietnam, Marshall Islands, Papua New Guinea, and Indonesia).
